Marc is an Adjunct Professor at the UMKC School of Law and a Mentor at UMKC’s Center for Law, Entrepreneurship, and Innovation. Since 2009, he has taught State and Local Taxation and has served as a mentor, guest lecturer, and teaching resource at both the UMKC School of Law and the Bloch School of Management. He has also is a frequent lecturer at academic and business conferences on matters related to the impact of technology on tax policy and business development.
From 2021 to 2024, Marc served as Senior Consultant for the University of Missouri System, advising on matters related to the development of broadband infrastructure and adoption.
In 2020, as a UMKC Law School Fellow, he led a team of faculty and university professionals in creating MoBroadband, an online public broadband resource for individuals and community stakeholders. Since its launch, he has been a regular contributor, writing blogs and articles on broadband infrastructure financing and adoption. In 2021, he developed the Digitally Connected Community Guide, a program designed to help community stakeholders leverage public-private partnerships to accelerate broadband infrastructure development and the adoption of internet-based applications.
In private practice Marc most recently was a Shareholder and Director at GilmoreBell, a leading public finance law firm with offices in six cities across the Midwest and Mountain West. During his tenure, he chaired the firm’s tax department, developed and managed a separate non-legal services business unit, and ultimately served as Chief Operating Officer. Before joining GilmoreBell, he was a partner at Bryan Cave LLP (now Bryan Cave Leighton Paisner) and served as legal counsel at the United States Army Legal Services Agency in Washington, D.C.
Marc holds a bachelor’s degree from Westminster College in Fulton, Missouri, a J.D. from the University of Missouri School of Law, and an LL.M. in Taxation from Georgetown University Law Center.
